In October 1988, at Paipa City (Colombia), the meeting of the first Latinoamerican Conference of Liberal, Radical and Progressive Youth, was held.

Delegates attended from: Partido Nacional of Uruguay; Partido Liberal of Chile; Nuevo Liberalismo of Colombia; Juventud Radical Autentica of Paraguay and Juventud of the Union Civica Radical of Argentina. The following organisations were also present as observers: Centro de Estudios para la Justicia Social con Libertad (CEJUL) of Costa Rica; Izquierda Democratica of Ecuador; Liberal Party "La Estructura" of Dominican Republic and Partido del Movimiento Democratico of Brazil.

During the event, the Latinoamerican Federation of Liberal, Radical and Progressive Youth (FEJOL LRP) was founded and its statutes were adopted as Regional Group of IFLRY (International Federation of Liberal and Radical Youth).
